Ukrainian President Volodymyr Zelenskyy confirmed on October 24 that the Starshield satellite system has returned to its previous speed limits, reversing a two-week slowdown that impeded military operations. Writing on Telegram, Zelenskyy described the restoration as vital for frontline logistics and the interception of jet-powered Shahed drones. He stated the system speed is now "where we need it to be," a sentiment he described as very important for current defense capabilities.

Starshield, a military service developed by Elon Musk’s SpaceX, complements the commercial Starlink network. Both systems are critical to Ukraine’s air defense infrastructure. Defense Minister Yevheniy Khmara told RFE/RL that monitoring data showed connectivity was restored on equipment moving at speeds exceeding 400 kilometers per hour. This capability allows drone interceptors to maintain stable links at higher velocities, a function that had been sharply limited during the outage.

Prior to the fix, a Ukrainian official reported that satellite connections dropped at approximately 161 kilometers per hour. This speed cap prevented interceptors from holding connections while engaging targets. Khmara attributed the resolution to direct dialogue and Zelenskyy’s persistent stance. The exact authority behind the initial restrictions remains unclear, though adviser Serhiy Beskrestnov suggested a link to recent diplomatic tensions between Kyiv and Washington.

The Trump administration has denied that the US government requested the changes. Musk has stated that the US military controls Starshield usage, with final decisions resting with President Donald Trump. The Wall Street Journal reported that Trump called Musk earlier this week to urge the lifting of restrictions. When asked about the incident, Trump said, "if there is a problem, I will get it straightened out."

The restoration comes as fighting intensifies. Ukraine’s air defense forces reported shooting down 100 of 130 drones launched by Russia overnight. At least two people were killed in attacks on 15 locations. Ukrainian forces struck two industrial sites in Russia, including a component factory in Oryol and a rubber producer in Togliatti.

A major power outage affected most of occupied Crimea in the early hours of October 24. Cities including Simferopol, Sevastopol, and Yalta lost electricity, and NetBlocks recorded a near-total loss of internet connectivity. Russian-appointed head Sergei Aksyonov blamed a drone attack on main power lines outside Crimea. Ukrainian monitors reported a fire at the Taman electrical substation in the Krasnodar region, which supplies the peninsula via the Kerch Strait.

The conflict has seen no concessions from the Kremlin as a fifth wartime winter approaches. Trump recently announced a deal to encourage Russian diesel exports and waived sanctions that were set to take effect under a law he signed last month. He also urged Kyiv to pause strikes on Russian oil refineries, a move Zelenskyy initially supported before declaring the pause ended.
